PRESS NOTE

Date: 7 th March,2005

The State Election Commission, Orissa have issued notification for conducting General Election to six Urban Local Bodies viz., Paradeep Municipality , Balimela, Belpahar, Burla, Rairakhol & Sunabeda N.A.Cs on 7 th March, 2005. In pursuance of this notification, the Election Officers would issue notice calling for names of the candidates for the post of Councillors on 10.03.2005. The nomination forms would be issued and presented between 11 AM and 3 PM from 14.03.05 to 17.03.05 .The scrutiny of nominations by the concerned Election Officers will be taken up on 19.03.05 and candidates may withdraw their candidature by 3 PM on 22.03.05 . The final list of validly nominated candidates will be published by the Election Officers by 5 PM on 22.03.05 .

2. The date of poll in the aforesaid six Urban Local Bodies has been fixed to 7.04.05 . The poll would be taken between 8AM to 5 PM . The counting of votes would be taken up on 8.4.2005 and the results would be declared after the counting is over.

3. The District Magistrates of Jagatsinghpur, Malkangiri, Jharsuguda, Sambalpur & Koraput will remain in over all charge of the elections. The Commission have appointed Election Officers in the six Urban Local Bodies on the recommendation of the District Magistrates. Required number of Polling Personnel will be deployed for the purpose. Adequate police arrangement are being made to ensure smooth conduct of the polls. The Commission will be appointing Senior Officers as Observers to supervise and oversee the smooth conduct of the Municipal Elections.

4. The Model Code of Conduct to be observed by Political Parties and Candidates has been brought into force with the issue of poll notification. While normal development works and programmes which already commenced, relief and restoration works as a sequel to natural calamities and emergent nature of works, expenditure for which have been voted by the State Legislature will continue; no new schemes or projects of any kind shall be started nor any financial concession be promised or announced by Government or any official agency which would have the effect of influencing directly or indirectly, the voters in the aforesaid urban areas.

5. In the said six Urban Local Bodies located in five districts 1,61, 467 voters will elect 93 Councillors . One third of these would be filled up by women. In pursuance of Section 47 (4) of Orissa Municipal Act, 1950, the State Government have reserved the post of Chairperson in favour of Scheduled Tribe Women in respect of Sunabeda N.A.C., Backward Class of Citizens in case of Burla N.A.C. and in favour of Women in respect of Rairakhol N.A.C. Commission has ordered that the voters would be required to produce Identity Cards at the Polling Station as a proof of their identity. The Commission has sought the cooperation of Political Parties, Government and the Public to ensure a peaceful and fair conduct of the elections to Urban Local Bodies.
